Participant contributions
Following recommendations from the Aged Care Taskforce, the government has introduced a more sustainable, fair, and equitable home care system that balances government funding with participant contributions.
What this means:
- The government will remain the primary funder of aged care, covering 89% of costs.
- If you have the financial means, you are expected to contribute to the cost of your care. For example, self-funded retirees with sufficient assets will contribute based on an income assessment by Services Australia.
- A strong safety net is in place to support those with limited financial means.

Get started with Support at Home
Need a little extra help to stay independent at home? The Commonwealth Home Support Programme (CHSP) from VMCH offers entry-level support for older Australians.

With VMCH allied health and therapy services you’ll be able to recover or maintain a level of health and independence.

From 1 November 2025, the Home Care Packages (HCP) Program will be replaced by the new Support at Home (SAH) program, marking the first stage of a broader reform.

Housing and Care Connections (HCC) is a free program to help vulnerable older Australians who need extra support to access housing, aged care and community services.
